Ponta Sirena Land Sale on land allocated to local housing

The Mayor of Sal is contesting this land sale at the Attorney-General  

Another land purchase for resale by the ever-present Steffanini Group, which built the Djadsal without planning permission. Reportedly bought at £1.60 per sqm, they have been marked up to £240. The land is at the eastern tip of Sal at Ponta do Leme Velha, the point of the old rudder. Little is known about it as yet.-So far it only land is being sold, in large lots which would only suit property developers. Water will depend on a small desalination plant as it is far from existing water pipes. Maria. Electricty will need to be connected on pylons.

Turinvest , Stefanina`s company which built the Djadsal without obtaining planning consent is in another row with the Mayor of Sal. The Mayor Jorge Figueiredo claims that land in an area designated for urban expansion was bought at low price by Stefanina. Andrea Stefanina maintains that it was designated for tourist development and not an urban expansion zone. What this means essentially is does the land benefit Cape Verdeans or foreigners?

Fabrizio Stefanina`s mouthpiece has stated that Stefanina group has a massive project called Ponta Sirena that it sold from September. It's 434.000 sqm (5 times bigger than Djadsal) and there will be several different building types, including villas, penthouses, terraced villas and apartments. It owns also 1.280.000 sqm up in Pedra de Lume, including the crater around the salt pans. It recently bought Crioula Hotel in Santa Maria, and is building an hotel in Santa Antao and another in Praia. It has a cement factory in Santa Antao with two cargo ships. With all these assets there is no way that Stefanina Group is moving out of Cape Verde.

The Mayor has suggested that the land was bought for 200 escudos per sqm, but Stefanina denies this and says this was the price paid only for the non-building element of the site. Much of the land is being offered for sale without planning permission to build.

The developer has acccused the Mayor of blocking construction and failing to decide on requests and projects. It is involved in legal action against the Town Council over several issues. The land in question appears to be that at Ponta Sirena on the south-eastern point of Sal.

The Mayor has complained to the Attorney General asking for an annulment of the sale of land in Santa Maria to Turinvest Holding. The land which the Mayor claims at over 1m sqm is an area larger than the town itself, and leaves Santa Maria without any room for expansion.

The Mayor alleges that the land sale is harmful to Santa Maria and to Sal. The Council has 3,000 requests for plots of land from Santa Maria residents for homes. The Government sold to Stefanina ignoring the interests of Sal residents at a price the Mayor claims was less than €2 per sqm. He claims that Turinvest is now selling these at €300 per sqm without improvement and calls on the people of Sal to repudiate this deal.

It does not sound as though planning consents will be available.
