New Property Developments on SalList of new approved property developments from the GovernmentFive new hotel and apartment complexes are approved for the area around Santa Maria and Murdeira. The Minister of the Economy Joao Pereiera Silva has just signed agreements with Cape Verdean registered companies These are mostly in blocks C1 to C4 which lead northwards along the west coast of Sal starting at Ponta Preta. Tecnicil, Vila Verdewhich is a Cape Verdean owned company based in Praia and is building Vila Verde a complex back from the sea on the West Coast of Sal. Work has started and some shells are up. It is also building Vila do Sol on Murdeira Bay just to the north of the existing Murdeira Bay development.Algodoeiro BayA licence taken by Editur which was owned by Jose Texeira who is also developing the Ponta Bicuda complex on Santiago. He was the founder of Tecnicil before he left to establish his own company, So he has a track record of completed developments. Zinho (Diniz) Fonseca of Murdeira may also be a shareholder. This seems to have been sold to Paolo Mariani who was the founder of Porto Antigo and has been renamed Cotton Bay. It is at Algodoeiro Bay on the West Coast of Sal.Murdeira Golfthe revised name for phase 3 of the villas resort at Murdeira being developed jointly by Jose Texeira and Zinho (Diniz) Fonseca of Turim which runs the existing Murderira complex. This will be to the South of the existing Phase 1 and Phase 2. It is likely to move slowly as the partners appear to be short of cash.Paradise BeachThe rights are owned by Jorge Spencer Lima, who is a council member of the PAICV ruling party in Praia. He has recently been the object of criticism for using his political position for profitable favours. He is unlikely to have the funds to develop such a project on his own.. It is to be built near Ponta Preta, But its start has been seriously delayed perhaps due to finance issues and is only now getting under way, with ground clearance. An English project manager is in charge. But he seems to know little about the local scene and is not forthcoming.Cotton Bay/Dunas Beach/Tortuga BeachA development on land reportedly sold by Cabocan, a company which owns a lot of land on Sal and provides water and power infrasturucture.. It is reportedly being developed by Onnipessoal in Praia. a Cape Verdean company.. The property is known as Tortuga Beach and will next to Vila Verde on plot C3. It appears that part of the original site which is now known as Cotton Bay designated F1 and F2 may have been hived off to form the Dunas Beach Resort. and Tortuga Beach resort. Neither of these is yet repoted as approved or has planning assent.These have been approved by Jorge Fidalgo, president of Cabo Verde Investimentos for new hotel developments in the south of Sal. Like Murdeira they are reallly for apartments and villas. They are officially Aldeamentos Turisticos which means that they offer a combination of hotel and apartments or villas for rent. (This is a local legal fiddle which allows them to get approval to build properties for sale to private foreign investors). The owner of Paradise Beach, Jorge Spencer Lima, a Cape Verdean, describes this as " a significant development in Cape Verdean entrepreneurship." The total value of the resorts is put at over $200m when and if completed. No properties on any other island were included in these approvals, which seems to be the first step any developer must take to get permission to build and sell houses and flats. Subsequently they will need to obtain full planning approval from the Camara on Sal. A significant absentee from this list is Gruppo Stefanina, which built the Djadsal Complex on Sal without prior planning permission and which has now announced a complex at Ponta Sirena on the South-eastern tip of Sal and another at Pedro de Lume on the East Coast.
