Sao Felipe is not for fom the port or the airport, where people arrive. it is a longish and costl;y trip to the volcano, which is why most people come here.
Best to take a taxi from the port and stick to it if you find a good one. There are hire cars in the main square. But there are no road signs and it is hard to get a map, so hiring a car is not an easy option. Take a taxi to the volcano, but negotiate the price in advance or it will cost.
